Possible remedy: Lien and contract claim barred entirely (NRS 487.567); consumer may recover possession of the vehicle. The unlicensed/unregistered conduct is also a deceptive trade practice under NRS 598.0923(1)/(3), giving the NRS 41.600 remedy of actual damages, costs and reasonable attorney's fees.
Not properly licensed/registered with the state regulatory authority

Possible remedy: Charges beyond what was authorized are not collectible; violation is a misdemeanor under NRS 487.690 and supports a defense to lien/collection. When pleaded as a deceptive trade practice via NRS 598.0923 (violating a statute relating to the sale of services), the consumer may recover actual damages, costs and reasonable attorney's fees under NRS 41.600.
No authorization before proceeding with repairs or further repairs
